Ideal candidate will have new and existing construction project management experience with a knowledge of mechanical, electrical, and plumbing drawings. Testing Air Balance commissioning knowledge. Candidate will need to visit project sites as needed throughout the projects and different locations around town.

SUMMARY
Designs, implements, directs and manages facility-related services for users ("customers") of Patient Care & Prevention's Facilities, Property Management. Manages and directs vendors and reports on vendor KPIs, Acquires and maintains a level of CMMS competency that assures the system is populated with current and relevant information. Customers include MDACC Patients, Staff, Visitors, Employees, PCPF Supervisors, Managers, Assistant Director that use the portfolio of properties. Impacts the administrative coordination of services, interpretation and analysis of operations information and results of PCPF OSP.
JOB SPECIFIC COMPETENCIES
Document and Operations Management Accountable for ensuring all work order and asset data is managed accurately within the CMMS system. Oversee the work order scheduling process to allow for on-time completion. Conduct staff training to ensure accurate, reliable, and timely data entry.
Act as lead for PCPF-PM on the CMMS Core Team to ensure projects are completed on time and coordinate the implementation of initiatives within PCPF-PM..
Conduct regular staff meetings to review work order backlog, corrective action compliance, on-time completion compliance, and performance metrics.
Accountable for auditing and maintaining documentation for Joint Commission accreditation.
Ensures that all life safety drawings are up-to-date at all times.
Prepares monthly reports for the Institutional Safety Committee.
Prepares monthly KPI's to monitor department and vendor performance.
EMP Communication Center: Manages and implements the Communication Center for the department. Provides timely updates in SharePoint under the hurricane indicated or weather event.
Completes the JAS for the Communication Center and coordinates reporting. Provides leadership & participates in the Emergency Response Ride out Team, which may require this position to act on behalf of the Emergency Officer & stay onsite until normal business resumes.
Financial Responsibilities and Contract Management Track expenses to ensure tenants are billed back for CAM charges.
Review invoices and CAM charges to ensure compliance with lease terms and to meet MDACC financial objectives.
Provides input into the preparation of invoices for lease properties.
Responsible for the departmental asset management program which includes managing and procurement of all departmental capital assets. Manage department rolling five year capital equipment needs.
Accountable for department procurement process to ensure institutional compliance and efficient use of financial resources. Accountable for accurate and timely processing of purchase requisitions, stock issues, and pro-card purchases. Responsible for departmental compliance with procurement and sourcing and contract guidelines.
Build strong working relationships both with key suppliers and service providers to ensure effective service delivery.
Provide monthly reporting for procurement services and encumbrances.
Responsible for ensuring all invoices are reviewed and processed in a timely manner.
Conduct regular training with staff on procurement process and Resource One functionality.
Exercise financial control of maintenance and operations contracted service expense within acceptable tolerances (+/- 5% of budget).
Responsible for managing and developing department's annual operating budget.
Responsible for preparing contracts with scope of work into the Sciquest Total Contract Manager (TCM) and ensuring compliance with institutional bidding process.
Review and provide analysis to management on vendor performance. Develop and review KPI's to ensure service providers are held accountable for work performance.
Conduct monthly quarterly business review (QBR) meetings with service providers. Prepare and review KPI's, provide feedback on work quality, timeliness of work, to service providers at each QBR.
Personnel Management Responsible for personnel administrative functions (hiring, terminations, coaching / counseling, evaluations, and team building).
Responsible for meeting with direct reports on a regular basis to provide performance feedback, clear direction and communication to staff.
Responsible for meeting on a monthly basis with frontline staff to provide direction and review information to enhance service delivery and performance. Effectively communicates and informs all shifts of progress on projects, new initiatives, and procedural changes.
Manages overtime usage to ensure efficient use of resources.
Ensures consistent performance management processes are followed & documented for the staff.
Develops staff for improved performance. Lead efforts that increase employee satisfaction. Create opportunities for the professional development of direct reports.
Develop departmental processes, guidelines, and service level agreements as needed. Ensure staff complies with departmental and institutional procedures, policies, and guidelines.
Other duties as assigned
Bachelor's degree in Construction Management, Construction Science, Architectural Engineering or related field. Three years of project management/construction management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis.
