Grant Program Manager - Surgical Oncology Research

Summary
The primary purpose of the Grant Program Manager position is to serve as the financial management partner to the T32 principal investigator to provide post-award administrative oversight and support for Surgical Oncology's long-standing, flagship T32 grant, which is an NIH training grant that supports MD Anderson in its development and enhancement of research training opportunities for post-doctoral fellows in cancer research. Will assist with T32 renewals, as well as support other large grant initiatives in the department.
Supports all T32 post-award activities, including award set-up; effort reporting management; review/approval of expenditures; cost transfers/budget revisions; personnel change forms; invoicing; no cost extensions/carryforwards; financial reporting to sponsors; subrecipient monitoring; annual award reconciliation; and award closeouts.
Serves as Surgical Oncology's primary effort coordinator, which will support Surgical Oncology's compliance with the federal government's requirement as a condition of receiving federal funding. Work with faculty to assure effort cards are entered correctly and verify level of time and effort dedicated to sponsored awards. In addition to accurate reporting of effort (percentage of time) that employees devote to federal and non-federal sponsored projects, will assure accurate reporting of how much effort has been expended on projects not paid for by the sponsor but rather paid for by the institution from institutional or other non-federal funds (cost sharing). Process all effort cards for the department.
JOB SPECIFIC COMPETENCIES
Grant administration
§ Manage all T32 grant post-award related activities including progress reports, no-cost extension, and close-outs.
§ Assist with T32 grant renewals.
§ Maintain communication with all internal and external customers including OSP, ORA, GCA, legal department, Development office, T32-education office.
§ Provides administrative planning for other large grant initiatives.
T32 post-award management
§ Work with NIH, Grants and Contracts, Compliance, Legal to set up the award in the system.
§ Manage all aspects of T32 post-award requirements.
§ Work with MDACC invoice team to assure invoices are sent in a timely fashion.
§ Regularly submit No-cost-extensions (NCE), No Salary Cost transfers (NSCT), and corresponding electronic Personnel Action Forms (ePAF).
§ Direct and manage, in collaboration with the Finance Team, T32 grant budget to assure prospective fund assignments and expenses are based on T32 grant policy and available balance, and the funding is expended according to the awarded amount.
§ Meet with T32 principal investigator (PI) on regular basis to assure PI is informed of the T32's financial management.
§ Maintain database to support accurate and comprehensive data for the annual T32 Research Performance Progress Report (RPPR).
§ Assist the department's finance team with reviewing the T32's monthly free balance reports before they are finalized and sent to T32 PI.
§ Assists other department team members in post-award management of non-T32 sponsored projects as needed.
Effort coordination
§ Serve as the primary effort coordinator for the department.
§ During pre-review period, prepare effort and CARE statements for faculty and supporting staff. Review effort statements for accuracy and review and update CARE statements (for faculty and APPs).
§ Pro-actively assure salary cap cost share requirements are met by assuring the appropriate amount of salary is paid from a non-federal account when Individual Base Salary (IBS) exceeds a sponsor's salary limitation or "salary cap."
§ Work with faculty to assure all effort cards are entered correctly and verify level of time and effort dedicated to sponsored awards.
§ Will assure accurate reporting of how much effort has been expended on projects not paid for by the sponsor but rather paid for by the institution from institutional or other non-federal funds (cost sharing).
§ Responsible for assuring all post-certification activities are completed, such as addressing differences between Actual Payroll and Revised Payroll and processing retroactive payroll adjustments when appropriate.
§ After effort statements are certified, review and process cards to assure timely completion.
§ Assign effort proxy as needed.
§ Manage funds and fund allocation across multiple projects and reports appropriately.
Other responsibilities
§ Provide sponsor-based education lectures/presentations on the grant-related federal/institutional policies to faculties and administrative assistants.
Other duties as assigned
Required Education:
Bachelor's degree.
Preferred Education:
Bachelor's or Master's degree in finance or accounting.
Required Experience:
Two years of grant management experience such as grant writing, grant submission and financial administration and one year of lead or supervisory experience. May substitute required education degree with additional years of equivalent experience on a one to one year basis. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
Preferred Experience/Skills:
Strong financial background, accounting experience, grants management experience, post award experience.
Work Schedule:
Hybrid onsite/remote schedule. Must be available to be onsite a few times per month.
