Manager, Police Telecommunications

The primary purpose of the Manager, Police Telecommunications position with the University of Texas Police Department at Houston (UTP-H) is to provide management and oversight to the Police Telecommunications Center. The Manager, Police Telecommunications impacts response to the safety needs of campus community, general public and UT Police staff.


Leadership and Administration
  • Provides people leadership and direction to the Police Communications Center (PCC) personnel.
  • Manages the development, evaluation and implementation of policies, procedures, and systems that ensure awareness, compliance and risk avoidance for PCC alarm programs, closed circuit television monitoring, calls for service, and emergency response and preparedness programs.
  • Serves as the communications unit's law enforcement and electronic security technology representative to include training, planning, governance and project participation.
  • Provides oversight of the UTP-H emergency notification and timely warning program and the technology systems used in support of the program.

Operational Policies and Procedures
  • Oversees the UTP-H special operations center and participates in the Incident Command System (ICS) in coordination with field operations and the any appropriate Emergency Operations Centers.
  • Provides Guidance in interpreting and enforcing operational policies and procedures and uses appropriate authority regarding actions, as well as input regarding standard operating procedures.
  • Ensures compliance with TCOLE, CJIS, Clery, CALEA and other applicable State and Federal regulations and implements compliance training.

Plans, Organization and Reports
  • Develops quality assurance plans for evaluating staff performance and oversees the program.
  • Plans, organizes, directs, and evaluates PCC operations and staffing levels.
  • Meets with command level police personnel, university representatives, vendors, and representatives from other law enforcement agencies to facilitate accomplishment of PCC services, resolve issues, and/or obtain specialized information.
  • Generates special reports and advisories to police and executive management.
  • Verifies and executes emergency level changes and coordinates with monitoring services.

Other Duties as Assigned

Other duties to include, but not limited to:
  • Emergency recall and/or may be required to remain onsite or work extended hours during man-made or natural disasters and unusual occurrences on campus.
  • Local or long distance travel may be required for training or other business purposes occasionally.



Required: Bachelor's degree in a related field.


Required: Six years of experience in a public safety dispatch center, operations and/or emergency communications to include four years of managerial/supervisory lead experience.

Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
